All commercial and residential carpeting sold in the United States is subject to local, state and federal regulations. Several federal agencies regulate carpet that is manufactured and include the General Services Administration (GSA), Department of Housing and Urban Development (HUD), Department of Health and Human Services (HHS), and the Department of Transportation (DOT). Of the federal agencies, the GSA has developed several carpet-related specifications with the most comprehensive being DDD-C-OO95A. This specification provides the guidelines for all carpets and rugs that are used as floor coverings. In great detail, it describes the types and classes of carpeting, the tests to be conducted and the minimum carpeting requirements. Before ordering carpet from a manufacturer, specifiers should be certain that the carpet meets or exceeds the state and local requirements in the intended application site.
